Health Promoting Sports Clubs: Leveraging the Powerful Role of Grassroots Sport to Promote Health<\/a><\/p>\n\n\n\n

Since the signature of the Lisbonn Treaty in 2009, the European Union has the authority to take legislatives measures in the field of sport, in order to promote \u201cEuropean priorities\u201d. Among these priorities is the issue of health promotion, also outlined in the Work plan for sport for the period 2021-2024<\/a>. The benefits of sport both for mental and physical health are well established now and the Union leverages this to create a European sport model.
From now on, Health promotion with sport is a key policy of the European Commission that has been stated in the mission letter<\/a> of Commissioner Micallef authored by the President von der Leyen.
Europe must call upon a wide range of stakeholders from the sport sector to implement its policies. In this regard, sport clubs play a major role for health promotion given the diversity its members. This position paper of Universit\u00e9 de Lorraine suggests what operational role the sport clubs could play for health promotion. The measures already taken by the European Union to that end (Share 2.0<\/a>) could benefit from being supplemented by the actions recommended in this document.

The European Commission has launched a public consultation on the forthcoming European Research Area (ERA) Act, with the objective of gathering evidence on the structural challenges that continue to hinder the full development and effective implementation of the European Research Area.
In addition to contributing to this consultation, Universit\u00e9 de Lorraine wishes to draw attention, in this position paper, to four strategic dimensions, which reflect its institutional priorities and long-standing commitment to addressing persistent challenges within the European research and innovation ecosystem:

It calls for ring-fenced, substantial financial resources within Pillar 2 for agroecology, system resilience, and One Health approaches. Ambitious R&I initiatives, such as \u00ab\u00a0Moonshots,\u00a0\u00bb focusing on food security must be included alongside industrial priorities. Research planning requires continued support across the innovation continuum, blending various project maturity levels and societal innovation. Furthermore, governance must be centered on excellence, ensuring scientists design work programmes and Member States define strategies. Central to this effort is the competitiveness agenda, aimed at strengthening Europe\u2019s sustainable prosperity and global relevance. The document asserts that universities are positioned as a strategic asset, holding the knowledge, skills, and innovation required for Europe\u2019s transformation. However, this strong focus comes with risks of instrumentalisation for political agendas. To fully contribute, universities need key policy conditions, including robust institutional autonomy and sufficient, sustainable core public funding. The paper strongly recommends explicitly aligning EM with core EU strategic objectives, including competitiveness, and the green and digital transitions, urging its integration into initiatives like the Global Gateway and \u00ab\u00a0Choose Europe for Science\u00a0\u00bb. EM graduates are trained to address major challenges, from climate change to ethical AI, and the programme should promote the European Degree Label. Udice welcomes the proposal to implement the Advanced Innovation Challenge (AIC) pilot project, considering it a necessity to meet tomorrow\u2019s challenges. This initiative is viewed as a strategic tool essential for ensuring Europe\u2019s industrial and strategic autonomy. The AIC, integrated within the EIC, aims to accelerate the emergence of high-impact economic solutions and bridge the \u00ab\u00a0Valley of Death\u00a0\u00bb by supporting disruptive technologies from TRL 1 to 6 in key sectors like AI and quantum computing. Udice outlines twelve critical recommendations for success, emphasizing the need for an integrated, agile European ecosystem, strengthened coordination with national agencies, and a three-tiered governance structure. UDICE members view the integration of FP10 into a Competitiveness Fund (CF) as an opportunity to strengthen the impact of European research and combat technological lag. They stress that the CF must follow a logic of convergence of various funds around strategic sectors while respecting the non-fungibility of the research budget.
The integrated FP10 must be ambitious, accelerating transfer capacities and supporting projects across all readiness levels. To enhance strategic autonomy and foster disruptive innovation, UDICE advocates for a European ARPA to secure industrial development and \u00ab\u00a0de-risk\u00a0\u00bb projects for private investment. Furthermore, compensation mechanisms are necessary to counterbalance concentration effects and maintain technological cohesion across EU territories.
