{"id":3566,"date":"2023-06-22T11:38:36","date_gmt":"2023-06-22T09:38:36","guid":{"rendered":"https:\/\/www.univ-lorraine.fr\/welcome\/?p=3566"},"modified":"2024-11-13T16:11:52","modified_gmt":"2024-11-13T15:11:52","slug":"residence-permits-for-students","status":"publish","type":"post","link":"https:\/\/www.univ-lorraine.fr\/welcome\/en\/residence-permits-for-students\/","title":{"rendered":"Residence permits for students"},"content":{"rendered":"<div class=\"gb-grid-wrapper gb-grid-wrapper-1b7c0542\">\n<div class=\"gb-grid-column gb-grid-column-dc60181d\"><div class=\"gb-container gb-container-dc60181d\">\n\n<h2 class=\"gb-headline gb-headline-27b924e0 gb-headline-text\">Visa \/ residence permit?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Visa and residence permit are two different notions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>visa <\/strong>gives you the<strong> right to enter<\/strong> France <\/li>\n\n\n\n<li>A residence <strong>permit<\/strong> gives you the <strong>right to stay<\/strong> <strong>in <\/strong>France<\/li>\n<\/ul>\n\n<\/div><\/div>\n\n<div class=\"gb-grid-column gb-grid-column-bb6942d0\"><div class=\"gb-container gb-container-bb6942d0\">\n<div class=\"gb-container gb-container-11ab9120 logo-welcome\">\n<div class=\"gb-grid-wrapper gb-grid-wrapper-3e644299\">\n<div class=\"gb-grid-column gb-grid-column-ecf82584\"><div class=\"gb-container gb-container-ecf82584\">\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"70\" height=\"66\" src=\"https:\/\/www.univ-lorraine.fr\/welcome\/wp-content\/uploads\/sites\/41\/2023\/02\/isotype_ul.png\" alt=\"\" class=\"wp-image-1278\"\/><\/figure>\n\n<\/div><\/div>\n\n<div class=\"gb-grid-column gb-grid-column-3b030eb1\"><div class=\"gb-container gb-container-3b030eb1 incline\">\n\n<p class=\"gb-headline gb-headline-ed03fd0f gb-headline-text\"><strong><strong>STUDENT<\/strong><\/strong><\/p>\n\n<\/div><\/div>\n\n<div class=\"gb-grid-column gb-grid-column-8568a6a8\"><div class=\"gb-container gb-container-8568a6a8\">\n\n<p class=\"gb-headline gb-headline-4b86ef7f gb-headline-text\"><strong>RESIDENCE PERMIT <\/strong><\/p>\n\n<\/div><\/div>\n<\/div>\n<\/div>\n<\/div><\/div>\n\n<div class=\"gb-grid-column gb-grid-column-6523718b\"><div class=\"gb-container gb-container-6523718b\">\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h3 id=\"at-35660\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">IF YOU ARE A CITIZEN OF A EUROPEAN UNION (EU) MEMBER STATE<\/h3><div id=\"ac-35660\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">You <strong>do not need a residence permit<\/strong> for a period of studies in France.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h3 id=\"at-35661\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">IF YOU ARE A CITIZEN OF A NON-EU COUNTRY<\/h3><div id=\"ac-35661\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">The <strong>residence permit<\/strong> is <strong>mandatory<\/strong>.<br>Once you are in France, <strong>depending on the type of visa<\/strong> you have been issued, you must carry out residence formalities in order to be authorized to live in the country as a student.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h3 id=\"at-35662\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">IF YOU HAVE A \u00ab\u00a0STUDENT\u00a0\u00bb RESIDENCE CARD DELIVERED IN THE CONTEXT OF A MOBILITY PROGRAM BY ANOTHER EUROPEAN UNION (EU) STATE<\/h3><div id=\"ac-35662\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">You must follow the <a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/en\/coming-to-france-with-a-student-mobility-program-residence-permit-delivered-by-another-european-union-eu-country\/\"><strong>\u00ab\u00a0Notification of the mobility in France of a foreign student authorized to stay in another EU Member State\u00a0\u00bb procedure<\/strong><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/div><\/div>\n\n<\/div><\/div>\n<\/div>\n\n\n<h2 class=\"gb-headline gb-headline-a9bfdd1a gb-headline-text\"><strong>Visas entitling you to a residence permit<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Visa D &#8211; long stay &#8211; marked \u00ab\u00a0card to request within 2 months\u00a0\u00bb or \u00ab\u00a0C. SEJ. A SOLLIC.\u00a0\u00bb<\/li>\n\n\n\n<li>Visa C &#8211; short stay &#8211; marked \u00ab\u00a0competitive exam\u00a0\u00bb OR \u00ab\u00a0Visa concours\u00a0\u00bb <strong>provided<\/strong> you have passed the exam for which the visa was delivered.<\/li>\n\n\n\n<li>Visa D &#8211; long stay &#8211; marked \u00ab\u00a0school-going minor\u00a0\u00bb OR \u00ab\u00a0Mineur Scol.\u00a0\u00bb <strong>once you have reached <\/strong>the age of majority (18 years old).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Important<\/strong>: If you arrived in France with a <strong>long-stay visa valid as a residence permit (VLS-TS)<\/strong>, you do not have to request a residence permit but <strong><a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/en\/validating-a-long-stay-visa-valid-as-a-residence-permit-vls-ts\/\">y<\/a><\/strong><a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/en\/validating-a-long-stay-visa-valid-as-a-residence-permit-vls-ts\/\"><strong>ou must validate your visa in order to give it full reside<\/strong><\/a><strong><a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/en\/validating-a-long-stay-visa-valid-as-a-residence-permit-vls-ts\/\">n<\/a><\/strong><a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/en\/validating-a-long-stay-visa-valid-as-a-residence-permit-vls-ts\/\"><strong>ce permit value. <\/strong><\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-welcome-1-color has-alpha-channel-opacity has-welcome-1-background-color has-background is-style-wide\"\/>\n\n\n\n<h2 class=\"gb-headline gb-headline-d4db764c gb-headline-text\"><strong>Requesting a residence permit<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You must submit a request for a residence permit between <strong>4 and 2 months before the expiry of<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>your entry <strong>visa <\/strong>to France, for a <strong>first request <\/strong>for a residence permit<\/li>\n\n\n\n<li>your current <strong>residence permit,<\/strong> for a <strong>renewal<\/strong> request<\/li>\n<\/ul>\n\n\n<div class=\"gb-container gb-container-b79c636d\">\n\n<h3 class=\"wp-block-heading\">Important!<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Be sure to <strong>comply with the submission deadline<\/strong>. <strong>Without <\/strong>a <strong>valid<\/strong> residence permit, you will be in France illegally and will not be able to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>benefit from health insurance or CAF housing assistance<\/li>\n\n\n\n<li>work part-time as a student<\/li>\n\n\n\n<li>carry out an internship in a company or a work-study contract<\/li>\n\n\n\n<li>cross Schengen area borders again if you leave it, unless you reapply for a visa<\/li>\n<\/ul>\n\n<\/div>\n\n<div class=\"gb-container gb-container-8e5e6cfc\">\n<div class=\"gb-grid-wrapper gb-grid-wrapper-744e9a7b\">\n<div class=\"gb-grid-column gb-grid-column-72204dc6\"><div class=\"gb-container gb-container-72204dc6\">\n\n<h3 class=\"wp-block-heading\">To apply for a residence permit, you must:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>be <strong>registered <\/strong>in a French higher education institution\n<ul class=\"wp-block-list\">\n<li><strong>SPECIAL CASE<\/strong>: for renewals that must be submitted <strong>before the registration period<\/strong>, a sworn statement indicating that registration is not yet open, with an undertaking to send the registration proof as soon as it is obtained OR a statement from the training department or school authorising registration for the next academic year, depending on exam results.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>have <strong>accommodation <\/strong>in France<\/li>\n\n\n\n<li>have <strong>at least 615 euros per month<\/strong> in financial resources (<strong>apart from<\/strong> CAF housing assistance)<\/li>\n\n\n\n<li>be able to prove the<strong> effectiveness <\/strong>and <strong>seriousness <\/strong>of your studies (transcripts, certificate of attendance)<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">\/!\\ Please note that:<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Since July 17, 2024, any foreigner applying for a residence permit in France <strong>must<\/strong> sign a <strong><em>Contrat<\/em><\/strong> <strong><em>d\u2019engagement<\/em><\/strong> (commitment contract) <strong>to respect the principles of the French Republic<\/strong>.<br><strong>These principles include<\/strong>: personal freedom, freedom of expression and conscience, equality between men and women, human dignity, the motto and symbols of the French Republic, the territorial integrity of France and secularism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Before submitting<\/strong> your residence permit application, you must first of all <strong>remember to<\/strong>:<br>\u2022 <strong>download<\/strong> this commitment contract <a href=\"https:\/\/www.univ-lorraine.fr\/welcome\/wp-content\/uploads\/sites\/41\/2024\/07\/modele-de-contrat-engagement-16072024.pdf\"><strong>here<\/strong><\/a><br>\u2022 read it <strong>carefully<\/strong><br>\u2022 <strong>sign it and attach it to your application<\/strong> for a residence permit. For<strong> applications submitted on the <\/strong><a href=\"https:\/\/administration-etrangers-en-france.interieur.gouv.fr\/particuliers\/#\/\"><strong>ANEF<\/strong><\/a> online platform, you can, for example, <strong>upload<\/strong> this signed contract <strong>at the same time as<\/strong> your proof of address.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>If you do not sign this contract<\/strong>: your application will be considered incomplete and your residence permit application will not be successful!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<\/div><\/div>\n\n<div class=\"gb-grid-column gb-grid-column-18eb9797\"><div class=\"gb-container gb-container-18eb9797\">\n\n<h3 class=\"wp-block-heading has-base-3-color has-text-color has-link-color wp-elements-bb4fe452c515749b9269c65dbafdb089\">You cannot apply for a residence permit online if you have a:<\/h3>\n\n\n\n<ul class=\"wp-block-list has-base-3-color has-text-color\">\n<li>\u00ab\u00a0competitive exam\u00a0\u00bb visa<\/li>\n\n\n\n<li>\u00ab\u00a0school-going minor\u00a0\u00bb visa<\/li>\n\n\n\n<li>residence permit that expired more than 9 months ago <\/li>\n<\/ul>\n\n<\/div><\/div>\n<\/div>\n<\/div>\n\n<div class=\"gb-container gb-container-e5d28199\"><div class=\"gb-inside-container\">\n<div class=\"gb-container gb-container-4e39c18a\"><div class=\"gb-inside-container\">\n\n<p class=\"wp-block-paragraph\"><strong>In all these cases<\/strong>, contact us: <a online<\/strong><\/a><\/div>\n<\/div>\n\n<\/div>\n\n\n<hr class=\"wp-block-separator has-text-color has-welcome-5-color has-alpha-channel-opacity has-welcome-5-background-color has-background is-style-wide\"\/>\n\n\n\n<h2 class=\"gb-headline gb-headline-efbd445c gb-headline-text\">Steps in the residence permit application procedure<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The time taken to process an application for a residence permit varies from one Prefecture to another.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the Prefecture will issue you a \u00ab\u00a0certificate of extension of instruction\u00a0\u00bb or \u00ab\u00a0attestation de prolongation d&rsquo;instruction\u00a0\u00bb (ADP) of your residence permit request<em> <\/em><strong>(1)<\/strong>. <\/li>\n\n\n\n<li>When the Prefecture has examined your application, it will issue you a \u00ab\u00a0certificate of decision\u00a0\u00bb or \u00ab\u00a0attestation de d\u00e9cision\u00a0\u00bb <strong>(2)<\/strong>. <\/li>\n\n\n\n<li>At last, if the decision is favorable, it will issue you a \u00ab\u00a0residence permit\u00a0\u00bb<em> <\/em><strong>(3)<\/strong> valid for a year or longer, depending on your personal situation and the degree you are preparing.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-fe48e5de wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" gb-headline-text\">Documents dElivERED BY YOUR PrEfecture OF rEsidence AT EACH STEP OF THE procEdure<\/h3>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h4 id=\"at-35663\" class=\"c-accordion__title js-accordion-controller\" role=\"button\"><strong>A<strong>ttestation de prolongation d&rsquo;instruction de demande de titre de s\u00e9jour (ADP)<\/strong> (1)<\/strong><\/h4><div id=\"ac-35663\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">This is a <strong>provisional<\/strong> document delivered by your Prefecture of residence when your residence permit request file is complete <strong>and<\/strong> has been examined. It is usually valid for 3 months.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Case <\/strong>of a <strong>first request<\/strong> :  <strong>unless otherwise stated<\/strong> on the ADP,  it <strong>does not entitle you<\/strong> to health insurance or housing assistance, or to work (unless you have obtained a work permit) or cross Schengen area borders (if you leave the territory, you will have to request a \u00ab\u00a0return\u00a0\u00bb visa at the French consulate before coming back to France).<\/li>\n\n\n\n<li><strong>Case <\/strong>of a <strong>renewal<\/strong> : the ADP <strong>is only valid if accompanied by the previous residence permit<\/strong> (Residence Card or VLS-TS), even if it has expired. The ADP enables you to <strong>keep all the rights for which the previous residence permit entitled you<\/strong> to <strong>within <\/strong>the validity period of your ADP (health insurance, housing assistance, work part-time as a student, travel in and entry to the Schengen area at whatever entry point). <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>All this information is clearly stated on the ADP<\/strong><\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h4 id=\"at-35664\" class=\"c-accordion__title js-accordion-controller\" role=\"button\"><strong>Attestation de d\u00e9cision (2)<\/strong><\/h4><div id=\"ac-35664\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">If it is \u00ab\u00a0favorable\u00a0\u00bb, this certificate is issued to you while you wait for your residence permit to be produced. Meanwhile, the certificate entitles you to health insurance, housing assistance and to work part-time as a student, and authorizes you to cross Schengen area borders.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h4 id=\"at-35665\" class=\"c-accordion__title js-accordion-controller\" role=\"button\"><strong>Residence Permit (3)<\/strong><\/h4><div id=\"ac-35665\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">This is a residence card delivered by the Prefecture when your residence permit request has been accepted. It is valid for 1 or more years (<strong>except <\/strong>for Algerian citizens).
